Introduction
We are pleased to announce a new event scheduled for September 30th, 2025 in Brussels.
This conference is co-organized by CERSTE (Centre Européen des Recherches Socio-Économiques, Technologiques et Environnementales) and ELARD (European LEADER Association for Rural Development), demonstrating a commitment to strengthening strategic collaboration between scientific research institutions and the European rural development network.
The meeting will focus on analyzing the recently published European Union budget and the related new political and financial directions, specifically regarding cohesion policies, rural development, energy transition, and territorial disparities.
This event provides an opportunity to reflect on the prospects and challenges arising from the new European framework and explore how to translate these policy directions into practical strategies benefiting Rural Areas, positioning LAGs as tools for sustainable innovation and participatory local development.

Amid new strategic priorities—from the Draghi Plan to the Rearm Europe initiative and global technological competition—the risk is that crucial resources may increasingly divert away from cohesion and territorial development policies. It is, therefore, essential to reaffirm collectively the central role of Rural Areas as laboratories for social innovation, environmental sustainability, and inclusion, countering financial and political marginalization.
