COMMISSION CULTURE OF REGULATORY DRAFTING ITALIAN AND EUROPEAN LAWS

  • PRESIDENT: Dr. Saveria Sechi

  • Objectives of the Working Group: To circulate interpretation and comments on National and European legal acts. The main topic is whether it is possible to develop a technique to draft acts which ensures transparency, efficiency and effectiveness of laws and bypasses avoidance and intentional sidestepping of the normative prescriptions.

  • Main activities:
    1. Evaluation of regulatory acts, with a focus on examples of discrepancies between the “declared” objectives of acts and what is actually stated in the law text.
    2. Analysis of the flaws of ordinary legislative procedures and parliamentary practices.
    3. To think about the quantification and funding of expenditure implied by legal acts, particularly focusing on whether funding is prudential, lacking, unsuitable or doubtful. To provide the “ethical” coverage of expenditure laws.
    4. Tools and methods to draft effective and workable legal acts; simplification, de-regulation, quality of regulation.
