Summary

The round table aims to analyse from different perspectives the case of Italian economic policy to stimulate renewal and efficiency energy and environmental support supported by the tax credit and its efficiency and usefulness operational also in view of the European commitments and the American experience of Inflation Reduction Act (IRA) program. IRA is the largest stimulus program public in the US energy sector, launched on 16 August 2022 and planned to last for ten years, by massively using the tax credit instrument. It is expected to expand significantly the tax credit market in the USA, which is already significant in any case. It should be noted that the American GDP, which recently grew by +4.9%, is significantly affected by the impact of the tax credit stimulus.
The Italian experience compared with the USA shows that the domestic market of tax credits worked badly, also because of opportunistic subjects and criminal risks, and the lack of attention and reflection at the European level. It is therefore intended to contribute to forming the culture of a correct use of the tax credit tool as the main driver of economic policy stimulus over a reasonable horizon (at least ten years, as in the USA), as the energy efficiency sector should rely, among the other, on a now consolidated presence of reporting and certification tools, such as national and international energy-environmental rating system protocols, already recognized by the Ministry of the Environment to guarantee credit risk and the real goodness and quality of the interventions improvements.
